1700 GMT: Although one-fourth of the text required for a new constitution is drafted by the Parliament’s Constitutional Reconciliation Commission; BDP's Sirri Sureyya Onder, a member of the same commission, criticized the way articles are drafted:

Every article is started with 'national security', 'public order' or 'public morality'. We are weary of this! They are interspersing [these concepts] like a fertiliser. A constitution cannot be made like this!

1640 GMT: Turkish jets have been heading towards the northern Iraqi region from the districts of Semdinli and Cukurca of the southeastern province of Hakkari.

1545 GMT: Following the third judicial reform package, which was passed by Parliament last week, President Abdullah Gul spoke about the situation of jailed deputies:

Now courts will interpret the [newly] adopted laws. They will make their decisions [whether to release jailed deputies] in the light of the information and laws they hold in their hands.

1700 GMT: Following EU members' authorization of the European Commission to launch talks about an action plan and Turkey's acceptance of an initial readmission agreement that is considered critical for the union in combating irregular migration, Turkish citizens can travel across EU countries without visa requirements. Foreign Minister Ahmet Davutoğlu said:

The first synchronized move will be made and the process will start. I believe this is a very historic step.

We will sign the readmission agreement when the EU presents the action plan. And we will ratify the readmission agreement when the EU starts implementing the action plan. We will begin implementing the readmission agreement when the action plan finally produces visa exemption.

Meanwhile, Cyprus (southern administration) managed to convince all member countries to include the statement of "cooperation with all EU countries" in the readmission agreement.

1545 GMT: Pro-Kurdish Peace and Democracy Party (BDP) co-chair Selahatin Demirtas responded to PKK leader Murat Karayilan's "there were 11 people including people from BDP in the Oslo meetings" statement:

To be honest, we, as BDP co-chairs, have never been involved in any of those Oslo meetings. We had information regarding neither the content of meetings in Imrali [where PKK leader Abdullah Ocalan is kept in prison] nor that in Oslo. However, we were receiving signals that these meetings were held indirectly. We did not know who was meeting with whom, where and where there were meeting.

Turkey Latest: "State Crisis" as Nation's Top Military Officers Resign (Hurriyet)

Turkey’s military command echelon resigned late Friday from their posts amid an ongoing spat with the government over the growing number of arrested generals. The mass resignations, which marked a first in the country’s history, immediately caused a state crisis.

Chief of General Staff Gen. Işık Koşaner, Land Forces Commander Gen. Erdal Ceylanoğlu, Air Forces Commander Gen. Hasan Aksay and Naval Forces Commander Adm. Eşref Uğur Yiğit quit their posts days before the Supreme Military Council, or YAŞ, was supposed to meet to discuss key military promotions. Koşaner had another two years left in the office.

Gendarmerie Forces Commander Necdet Özel did not resign.

The resignations came hours after a prosecutor demanded the arrest of a top military official, Gen. Hüseyin Nusret Taşdeler, the commander of the Aegean Army. Sources said disagreements over promotions and the arrests of numerous generals peaked to an unacceptable level following the legal action against Taşdeler.

Tensions between the military and the government have been high in recent years as hundreds of high-ranking officers were put behind bars in the ongoing “Balyoz” (Sledgehammer) and Ergenekon coup-plot cases.
