Zainab AlKhawaja1720 GMT: Egypt. Employees of nongovernmental organizations say the Government is refusing to approve most of their outside grants, forcing some to lay off staff or cut salaries while preventing them from completing projects.

“It's worse, and it gets worse and worse and worse,” said Magdy Abdel Hamid, head of the Egyptian Association for Community Participation and Enhancement. “Under [former President Hosni] Mubarak there were problems, and sometimes they refused [to approve foreign-funded grants], but in general, under the Mubarak regime we were in better condition.”

On Thursday bomb attacks by insurgent and separatist Baluch groups in the Pakistani cities of Quetta and Mingora killed at least 115 people. Among the dead in Quetta was Irfan Ali, a prominent human rights activist.

Shortly after the first bomb struck a local snooker hall, Ali tweeted that he had narrowly escaped harm. When the second bomb exploded, timed to hit rescue workers who had arrived on the scene, Ali was killed as he helped those injured by the first blast.

Ali’s death sparked an outpouring of grief and anger, as well as tributes to a life supporting human rights causes, across Twitter and the Internet.

2040 GMT: Open All Hours Watch. According to the opposition site Kalemeh, Tehran Chief of Police has said that shopkeepers wishing to close for longer than the “established legal time” must obtain a permit.

Earlier this month many of the shops in the Tehran Bazaar closed amid a protest over the currency crisis.

2031 GMT: Ahmadinejad Watch. At least one notable MP is none too happy about the prospective interrogation of President Ahmadinejad --- Gholam Ali Haddad Adel, the head of the Principlist faction and a relative of the Supreme Leader, has said, “I don’t think questioning the President in the present circumstances is expedient....Unity and amity for solving the economic problems must be the priority of the Majlis and Government."

2030 GMT: Sanctions Watch. The US Treasury has officially designated the National Iranian Oil Company as "an agent or affiliate" of the Islamic Revolutionary Guard Corps, supporting Washington's pursuit of new sanctions on foreign banks dealing with the NIOC.

The Treasury told Congress that there was not enough information at this time to conclude that the National Iranian Tanker Company is linked to the IRGC.
