Chavez is a Dictator Government is also full of people who hate him and his allies, of course it was a practical joke, a "mistake" of someone who clearly knew what he was doing. I know it First hand ;-). The Imperial Salute could also be heard in front of Ahmadinejad's hotel, played by protestors in loudspeakers.
