Syria (and Beyond) Live Coverage: 109 Killed Amid Reports of "Children as Human Shields" and a "Plainclothes Army"

2023 GMT: Syria. The battles near Homs are heating up, and the Free Syrian Army seems to be making significant headway:

2003 GMT: Tunisia. The Ministries of Interior and Defense have declared a night-time curfew in the capital Tunis and seven other suburbs and cities following clashes with Salafi Islamists and other protesters angered by an art exhibition they say insults Muslims (see 1234 GMT).

The curfew begins at 9 p.m. and ends at 5 a.m. and will be enforced throughout the capital, the suburbs of Ben Arouss, Ariana, and Manouba, and the cities of Sousse, Monastir, Jendouba and Ben Guerdane.

Syria Special: An Attack in Khan Shaykhoun --- Getting the Story Wrong for "Neutrality"


News in Syria comes fast and furious. The regime makes claims, the opposition makes claims, Russia makes claims, Iran makes claims, the Saudis make claims, and the media tries to sort it out. It is a challenging, often uncomfortable task.

But "uncomfortable" or "challenging" are not synonymous with "impossible" and, frankly, sometimes the coverage falls far short of an adequate mark.

2055 GMT: This may look like fireworks on a black screen, but it was posted by the LCCS who say that it was taken tonight in Qorieh, Deir Ez Zor. According to multiple sources, there is heavy fighting in the area, and we've been hearing unconfirmed reports that the battles between the Free Syrian Army and the Assad forces stretch as far north as Deir Ez Zor.

Iran Appeal: Rejecting the "Islamic Penal Bill" Against Human Rights

Iran's parliament is preparing to pass the "Islamic Penal Bill" --- legislation that flouts its legal obligations under the ICCPR. The legislation endangers free expression and reinforces laws that violate the rights of Iranian citizens. The bill fails to prohibit stoning, lashing, and other cruel, inhumane, and degrading punishments; redress discriminatory laws; or, raise the age of majority for girls and boys. In a particularly worrisome clause, the bill expands punishment for "actions against national security", a charge that has routinely been used to persecute dissidents.

Israel-Palestine Feature: Why a UNESCO Vote Is Key To Palestinian Statehood

UPDATE 1745 GMT: State Department spokeswoman Victoria Nuland has told journalists, "We were to have made a $60 million payment to UNESCO in November and we will not be making that payment."

UPDATE 1245 GMT: The New York Times has produced an overview --- a slanted overview, in my opinion, sniping at UNESCO while putting the unsupported assertion that "the Obama administration and Unesco had tried to avert the approval" of Palestine's bid. This paragraph, however, is notable:

Legislation dating back more than 15 years mandates a complete cutoff of American financing to any United Nations agency that accepts the Palestinians as a full member. Unesco — the United Nations Educational, Scientific and Cultural Organization — depends on the United States for 22 percent of its budget, about $70 million a year.

Lara Friedman has more on the US legislation mandating withdrawal of funding.

UPDATE 1230 GMT: Palestine has been accepted by UNESCO by a vote of 107-14, with the US objecting. There were 52 abstentions.

Israel-Palestine Feature: Trip by US Envoys Backfires, Palestinians Proceed to UN with Statehood Bid (DPA)

US Envoys David Hale & Dennis RossA last-ditch U.S. attempt to sway the Palestinian Authority away from its planned statehood bid at the United Nations and toward resumed negotiations with Israel achieved only in convincing the Palestinians that recognition in the UN was their only possibility, a PA official said on Saturday.

Speaking to reporters in Ramallah, Palestinian negotiator Nabil Shaath said that a plan
delivered at the last minute by U.S. envoys David Hale and Dennis Ross did not meet several Palestinian demands, thus convincing Palestinian President Mahmoud Abbas that the U.S. was not serious in trying to negotiate peace.
